The Dallas County Medical Examiner's Office has ruled the cause of deaths of four people found inside a Mesquite home as a murder-suicide.

The Dallas County medical examiner said the deaths of 44-year-old Marcelo Vazquez, 18-year-old Alejandro Roman Vazquez and 21-year-old Paulina Belen Vazquez have been ruled as homicides.

The death of Angelica Vazquez, 43, wife and mother, has been ruled as a suicide. A handgun was located on the floor in the master bedroom near her body, according to Mesquite police.

Detectives are still investigating a motive.

Mesquite police say the four bodies were found inside the home in the1400 block of Paintbrush Street four days after receiving a 911 call reporting gunfire.

Police officials told NBC 5 that officers were called to the home at about 6:30 a.m. Saturday after someone reported hearing gunfire.

The responding officers said they did not see anything unusual and did not see signs of forced entry. They said they were unable to reach the residents.

The officers left after talking with a neighbor who reported hearing and seeing nothing out of the ordinary. Officers returned to the house two more times Saturday morning but were still unable to reach anyone who lived at the home.

Police said the same officer who initially responded to the call returned to the home Wednesday morning and noticed mail in the mailbox and newspapers in the yard. Officials then made the decision to enter the home. Once inside, police discovered the four bodies.

The bodies of two men and two women were found in four separate rooms of the house. Each victim had been shot, Lt. Bill Hedgpeth said.

Police identified the victims on Thursday.

"We process every death scene the same way," he said. "We look for any type of forensic evidence and any type of evidence at all that would lead us in a particular direction. We keep an open mind about it, because we want to see where that evidence will take us."

Police have released few details about the case.

A family friend told NBC 5 that Paulina attended the University of North Texas and that her brother Alejandro graduated from Mesquite High School last year.

"It was just what I thought was just a happy family," said Gustavo Herrera, who told reporters he went to his senior prom with the 21-year-old victim.

Herrera and other friends were gathered outside of the victims' home until well past dark Wednesday night.

"There wasn't anything bad going on with the family," said neighbor Alex Turrubiartes, who graduated high school with the 18-year-old. "There was nothing -- no trouble, nothing; normal."

The investigation into the deaths is ongoing.

Police officials have fired a DWI enforcement officer whose arrest in January on suspicion of drunken driving came amid a string of similar charges against Fort Worth officers and prompted a tough response by the department.

The Fort Worth Star-Telegram reports a disciplinary letter filed Thursday indicates Nicolas Ramirez's firing took effect earlier in the week.

Ramirez, 32, was off-duty and driving north of Fort Worth when his vehicle was spotted by an officer drifting off the road. Ramirez was arrested on suspicion of DWI after failing a field sobriety test. He's been free on $1,500 bond since shortly after his arrest.

Stella Lopez, whose daughter Sonia Baker was killed in a crash with an officer who was later convicted of intoxication manslaughter, said after Ramirez's arrest that Fort Worth Chief of Police Jeffrey Halstead needed to get tough and fire officers who break the law.

Halstead said at the time that he judges each case individually, but said Ramirez's arrest would be handled quickly and that he would fire any officer internal investigators determine had driven while drunk.

Ramirez's attorney could not be immediately reached for comment.

The city of Arlington has a backlog of infrastructure projects in the works.

The city hopes to raise $20 million this summer by selling bonds on the capital market. Revenues generated from the bond sales will fund the city's critical projects.

"We've got a backlog, so it's important that as aggressively as we can we try to meet those needs," Councilman Jimmy Bennett said.

The city is proposing nearly $55 million in capital budget projects this year.

A majority of the $20 million is expected to go to the Public Works Department for significant road repairs, as well as upgrades to parks and buildings. The City Council is also considering a possible new fire station.

The city plans to also address water and sewer system needs with bond revenues.

"It does allow us to finance those major capital projects in the city but it's also important to responsibly manage that," Bennett said. "To be good stewards of the taxpayers' money, we want to make sure we're not overextended ourselves but also trying to meet those project needs the best we can."

With an improving economic outlook and property values on the rise, Bennett said the city would be able to take on even more upgrades in the future.

Councilman Robert Rivera agreed.

"[The bonds are] an investment into our community and it's one that will help us grow and flourish into the future," he said.

Duncanville police have released a composite sketch in hopes of finding a man they believe is connected to the case of a woman gunned down at her front door on March 6.

A forensic artist produced the sketch for witness descriptions of a man seen running south from the home in the 1300 block of Highland Drive after 74-year-old Barbara Strain was shot to death.

Witnesses describe the man as 5-foot, 9 inches tall, thin and at the time he was wearing a gray hooded sweatshirt and blue jeans.

Oak Farms Dairy is offering a $10,000 reward and North Texas CrimeStoppers is offering a $5,000 reward for information leading to the arrest and indictment of the person(s) responsible for the crime.

North Texas Tiger Snoozing After Hip Surgery

A 13-year-old North Texas tiger is resting peacefully after undergoing delicate hip surgery.

Tacoma, a tiger at In-Sync Exotics in Wylie, with joint pain had an operation Thursday to cut nerves that signal pain from his hip.

"This tiger has a condition known as hip dysplasia, and so that's where there's an abnormal shape to the ball and socket joint of the hips," Dr. Doug Whiteside said. "And, as a result of that, it developed quite severe arthritis in both hips, and so the surgery that we did today was to help to take away the pain associated with that arthritis."

Two veterinarians from Calgary, Alberta, worked as a team to cut one of Tacoma's sensory nerves at a doctor's office in Wylie.

Vets to Perform Hip Surgery on Tiger

Veterinarians from Canada will operate on Tacoma, a tiger from In-Sync Exotics in Wylie.

"He doesn't lose the feeling in his toes or anything like that," said Vicky Keahey, In-Sync Exotics founder. "I mean, if he's walking and he puts his foot on a rock, he's still going to feel that -- he's just not going to feel the pain in his hip."

It was the first time the surgery was performed on a big cat in Texas.

"We're hoping that, based on our past experience with this surgery, that he's got a good prognosis for getting improved function in his hip," Whiteside said.

In-Sync Exotics, a wildlife rescue for big cats, rescued Tacoma when he was less than a year old.

He has had pain and a slight limp for the last two years. Before the surgery, veterinarians said he should be up and moving a week after the surgery.

Keahey said she is thankful to finally find a solution to Tacoma's painful problem. She said in an interview Wednesday that she will be excited to see him play again.

"He'll be able to get back up on his platforms again, be able to play with his ball and do all the things that he used to like to do," she said.

Keahey said In-Sync Exotics has had a rough year, but the surgery has been a welcome bit of good news.

In-Sync Exotics is a nonprofit wildlife rescue that cares for big cats -- including lions, tigers, cougars and leopards -- that have been abused or abandoned.

Keahey rescued her first cougar in 1991. She added tigers in 1998 and established a nonprofit by 2000.

"This is my life's heart," she told NBC 5 in an interview in 2012.

She said her animals arrive after being rescued from breeding operations or even from drug dealers who use the animals for protection.

Keahey said she is licensed by the U.S. Department of Agriculture, has a permit from Collin County and is registered with the state of Texas. She is also accredited by the Global Federation of Animal Sanctuaries and the Animal Sanctuaries Association.

In-Sync Exotics has several fundraisers through the year to pay for the animals' care, including an Easter egg hunt scheduled for March 30.

Complaints of Nighttime Jackhammering on LBJ

Construction managers agreed Thursday to stop using a loud jackhammer at night along the LBJ Express project after neighbors complained they couldn't sleep and one man posted a YouTube video of the noisy work.

Neighbors say crews have used a "jackhammer on steroids" to tear down a large retaining wall on the south side of Interstate 635 near Welch Road in North Dallas.

"It's just a bam-bam-bam-bam-bam," Melissa Marco said.

It would start at about 3 a.m. or 4 a.m., neighbors said.

"We just couldn't sleep," Francis Stanush said.

But neighbors said their complaints fell on deaf ears.

"We're all excited about the finished product, what it's going to bring to the area," Dean Lee said. "But just some common sense for the neighborhood is all we're looking for."

In an email to one neighbor, LBJ Express spokeswoman Heather DeLapp wrote: "It would make it easier for everyone if in fact we could manage the hours so that we didn't disturb people but the honest answer is there is never a good time for construction."

Frustrated by a repeat of the loud noise at about 4 a.m. on Thursday, Stanush grabbed his iPhone, recorded a video and posted it on YouTube.

"This is compliments of LBJ Express and there's our house, right there," Stanush said in the video, pointing to his house.

Later Thursday, after seeing the video and being contacted by news reporters, construction managers agreed to limit the jackhammering from 7 a.m. to 7 p.m.

"That's much more tolerable for the community," Stanush said.

In a statement, DeLapp said other work would continue at night but crews would finish the jackhammering work during the day.

"Hopefully, this will help improve the current conditions and mitigate the impact to the neighborhood," she said.

LBJ Express is a private, for-profit toll road being built along Interstate 635 by a subsidiary of Spanish company Cintra. It is expected to be completed in late 2015.

A 28-year-old father injured in a Monday shooting in Chicago that killed his daughter was released from the hospital Thursday evening and went directly to a police station.

Jonathan Watkins stood silently as Pastor Corey Brooks, who has been acting as the family's spokesman, spoke to reporters outside the 5th District police station shortly after 9:30 p.m. Brooks said Watkins wished to "fully" cooperate with authorities and dispel misinformation that's been reported this week. He didn't offer specifics.

"His wounds haven't even healed yet and he's in a lot of pain and so we're going to go in and whatever the police need to know that he may know, we want to make sure that he fully commits himself to letting them know that," said Brooks.

Police said Jonathan Watkins told them he was changing the diaper on his 6-month-old daughter, Jonylah Watkins, on Monday when someone came up behind him and started shooting. Sources told NBC Chicago on Wednesday police had their doubts about that story.

The girl suffered multiple injuries to her little body and died the morning after the shooting. A medical examiner source told NBC Chicago the damage to her thigh, shoulder, lung live and bowels may have been caused by a single bullet.

Jonathan Watkins, police said, has ties to the Gangster Disciples and has an extensive criminal record. Police records show he's been arrested 39 times and was likely the shooter's intended target. Numerous weapons violations and an attempt to steal his car back from police after it was impounded are among the previous charges against the father.

"He paid for his crime. He's fine with that. We're not trying to hide from that. We're not ducking and dodging from that," Brooks said Thursday night. "But that's not the issue. The issue is a baby got shot and killed and we need everybody to stay on point and stay on focus on what happened."

Jonylah Watkins' funeral has been scheduled for March 19. Brooks said basketball star Derrick Rose has offered to pay for the services.

An $11,000 reward stands for information that leads to the arrest and conviction of the shooter.

Missing Guide Dog Found, Reunited With Owner

A Garland woman was reunited with her guide dog, Anka, on Wednesday.

Kiem Densmore's 5-year-old lab was last seen by neighbors at the corner of Holm Drive and Proctor Street in Garland on March 7.

Richard Fletcher and his wife saw the dog walking across the street at Shiloh Road and Royal Drive in North Garland, only three blocks from where she was last seen, and took her home. The couple's brother saw news reports and told them she was the missing guide dog.

"I'm really glad to get her back to Kiem, and I've made two good friends now -- Kiem and Anka," Fletcher said.

Densmore was reunited with Anka shortly before noon Wednesday.

The Fletchers refused the $1,000 reward for Anka's return, saying they were "just doing the right thing." But they said they hope to have play dates with Anka from time to time.

Densmore said she is thankful Fletcher brought her guide dog back.

"I am so grateful to him," she said. "He has a place in my heart, [I] just can't imagine not having her. There's a good chance I could not have her back right now, and I'm so happy."

Her 8-year-old daughter, Darlie, had been searching for Anka since Thursday.

"My heart felt broken without her and, when she got back, my heart felt fixed," she said. "Don't give up."

Kiem Densmore lost her sight after a head injury sustained in 1999 accident.

"Anka, 'Find the bus stop,' she'll find that. 'Find the door,' she'll find that. Tell her, 'Find the restroom,' she'll find a restroom," Densmore said.

Her daughter said her mother had to use her cane while Anka was missing.

"She almost fell," Darlie Densmore said. "She poked herself on a few bushes that are really sharp. She's been getting hurt.

Police said the same officer who initially responded to the call returned to the home Wednesday morning and noticed mail in the mailbox and newspapers in the yard. Officials then made the decision to enter the home. Once inside, police discovered four bodies.

The bodies of two men and two women were found in four separate rooms of the house. Each victim had been shot, Lt. Bill Hedgpeth said. Police said the victims are related.

A handgun was recovered at the scene near one of the bodies, and investigators are not searching for any suspects, Hedgpeth said.

"We process every death scene the same way," he said. "We look for any type of forensic evidence and any type of evidence at all that would lead us in a particular direction. We keep an open mind about it, because we want to see where that evidence will take us."

Police have released few details about the case.

A family friend told NBC 5 that the victims are a 21-year-old woman who attends the University of North Texas, her 18-year-old brother who graduated from Mesquite High School last year and their parents.

"It was just what I thought was just a happy family," said Gustavo Herrera, who told reporters he went to his senior prom with the 21-year-old victim.

Herrera and other friends were gathered outside of the victims' home until well past dark Wednesday night.

"There wasn't anything bad going on with the family," said neighbor Alex Turrubiartes, who graduated high school with the 18-year-old. "There was nothing -- no trouble, nothing; normal."

The investigation into the deaths is ongoing. The Dallas County Medical Examiner's Office will rule on the causes of death.

Dallas police say two groups of people were fighting in the parking lot outside the club after closing time.

After gunfire erupted in the crowd, an off-duty police officer working security for the club tried to break up the fight.

Police say the off-duty officer opened fire after the shooting began. An investigation is still continuing on whether he hit either of the victims.

Police say at least a dozen shots were fired. Another weapon was also found on the ground after the incident.

One victim is confirmed as having passed away after the incident. The other injured victim was taken to Parkland Hospital and is in stable condition.

Pope Francis, the first-ever Jesuit and Latin American to lead the Roman Catholic Church, was not a widely known figure on the international stage before emerging Wednesday evening on the balcony of St. Peter's Basilica. But for many, his humble demeanor and speech made a powerful impression.

In his first address as Supreme Pontiff, the former Cardinal Jorge Mario Bergoglio, a native of Buenos Aires, joked that the cardinals had gone "almost to the end of the world" to find their new Bishop of Rome. And before stepping back inside, he asked for a favor of his "brothers and sisters." Pray for me, he asked.

Brother Charles Hilken, an expert in papal history at St. Mary's College of California, said he knew no other modern pope to make such a "beautiful, authentic gesture."



"He had the presence of mind to know that he's more than the choice of 115 elderly men from all parts of the world. He had to be the choice of Rome and the rest of the world," Hilken said.



As archbishop of Buenos Aires, Francis developed a positive reputation for his work with the poor. He eschewed the perks of high office, living in a small apartment instead of a palace and taking the bus instead of chauffeured car.



He is an arch conservative when it comes to social issues but also has preached compassion for the poor, AIDS sufferers and the otherwise downtrodden.

"We live in the most unequal part of the world, which has grown the most yet reduced misery the least," Bergoglio told a gathering of Latin American bishops in 2007, according to the National Catholic Reporter.

Father David Cooper, who heads the Association of U.S. Catholic Priests, believes the Cardinals opted for a change of direction by selecting Bergoglio.

"He's what you might call a working man's pope. He is not aristocratic," said Father David Cooper, who heads the Association of U.S. Catholic Priests. "I would see that as a departure."

In that sense, the choice reminded Cooper of Pope John XXIII, a son of sharecroppers who defied expectations that he would be a caretaker pontiff and instead became a major reformer, calling for the Second Vatican Council that modernized the church.

"I think he'll have a way of working with people," Cooper said of Francis. "From the first words he said, about bringing people together into one brotherhood, to me that sounds like he's really talking about unifying and not dividing."



Bergoglio will be the first Jesuit pope and the first pope to choose the name Francis, presumably for either St. Francis of Assisi, who was known for his devotion to the poor, or St. Francis Xavier, a Jesuit known for his missionary work.

As a member of one of the largest Catholic religious orders, Francis will be able to draw from a vast international network of missionaries, said Helen Osman, spokeswoman for the U.S. Conference of Catholic Bishops.



"He's going to bring great depth for theological purposes, but also a great depth from the heart, which is where the church is supposed to be," Osman said.



Like many Catholics, Osman is still learning who Francis is. But she was struck by the image of him standing on the balcony of St. Peter's Basilica, looking out at the crowd. "I was struck by his humbleness," she said. "I can't presume to know what he was thinking, but it almost looked like a bit of panic on his face."



His address, however, struck Osman for its message of egalitarianism.

"He talked about starting this journey together, bishop with the people and people with the bishop. It's like going back to the gospel stories about Jesus walking along with the road with his disciples. He sees himself as making a journey with fellow Catholics and the rest of the world."


Raymond Schroth, literary editor of America Magazine, a Jesuit publication, said he was nearly brought to tears upon seeing Bergoglio emerge as pope. To him, the choice means a break from the status quo in many ways.

"The most delicious detail is, well, we all have a lot of fantasies about what we'd do if we were pope or bishop and one of mine has always been that I'd just live in a couple rooms and live simply," Schroth said. "I'd try to identify as much as possible with the poor. And this seems to be a man who has done that."

Francis is also expected to be a defender of traditional Catholicism. His views on gender, sexuality and abortion are closely aligned with the traditional views of the church.

Cardinal Sean O'Malley, who was among the two dozen prelates named as possible successors to Benedict XVI, said in a statement that Pope Francis continues the mission of St. Peter "in an increasingly secular culture, where many people have not come to know or have forgotten that Jesus is our Savior and Redeemer."

"We pledge our faithful support for the Holy Father as he leads the Church in proclaiming the new Evangelization, inviting all people to develop a closer relationship with Christ."

Born and raised in Buenos Aires, Francis studied philosophy and theology and was ordained in 1969. Four years later he was later elevated to lead the Jesuits in Argentina and in 1992 was appointed auxiliary bishop of Buenos Aires. When Cardinal Quarracino died in 1998, he was installed as the city's new archbishop.



Critics have accused Bergoglio and other church leaders of not taking a strong enough stand against the military dictatorship's 1976-83 crackdown on leftists and political opponents, but Bergoglio later sought public forgiveness for the church's inaction.



Francis, who was selected on the second day of the conclave, will be officially installed as the 266th pope on Tuesday, March 19 in St. Peter's Square, according to the National Catholic Reporter.

A month after a Carnival cruise ship was stranded for five days in the Gulf of Mexico, another of its cruise ships is reporting equipment problems in the Caribbean.

The United States Coast Guard says the Carnival Dream cruise ship has an emergency equipment situation that is keeping the ship from traveling.

The cruise ship, which has a capacity of 3,646 passengers and 1,367 crew members, is docked at Phillipsburg in St. Maarten.

Petty Officer Jon-Paul Rios of the US Coast Guard says the Dream still has power and still has sewage facilities, but the ship remains moored while technicians fix an emergency diesel generator that affects propulsion.

Since the ship lacks propulsion, it is not able to head to its next port of call. The ship was scheduled to leave from Phillipsburg around 5 p.m. Eastern on Wednesday.

Carnival is not disembarking passengers as they believe the situation will be quickly fixed. The Coast Guard is not involved because the ship is moored.

Carnival posted this message to their Facebook page, commenting on the incident:

The Carnival Dream has a technical issue which our engineering team is currently working on. The ship is at dock in St. Maarten. At no time did the ship lose power but there were periodic interruptions to elevators and toilets for a few hours last night. However at this time all hotel systems are functioning normally and have been functional since approximately 12.30am. The ship has full power but is still at dock while personnel continue to work on the technical issue. The Carnival Dream was on a seven-day cruise and is based in Port Canaveral, Fla.

Previously, the US Coast Guard said the ship had lost power. Later updates clarified that the power issues were related to the "periodic interruptions" referred to by Carnival in their statement.

This incident comes after another Carnival cruise ship, the Triumph, was towed back to Alabama after losing power in the middle of the Gulf of Mexico.

A fire aboard that ship left the passengers and crew with no air conditioning, scarce food, and unsanitary conditions.

Dallas police want the public's help in finding several people seen at various stores using the credit cards of a 79-year-old woman killed in her East Dallas home last week.

Avanell Cowgill's daughter asked police on Saturday to check on her. Officers went to the home in the 11300 block of Earlywood Drive in East Dallas and found the back door open and Cowgill dead inside the home.

Cowgill left church at approximately 3:30 p.m. Thursday. Police said she went to a store, went home and may have been killed that night.

On Tuesday, Dallas homicide detectives released photos of two people seen at various stores on Friday, using Cowgill's credit cards.

The first person is a white man who is taller than 6 feet and weighs about 250 pounds. Police said he changes his appearance from one store to another and tries to avoid store security cameras.

In one photo, he is seen wearing a blue jeans, white shoes, a gray windbreaker and a baseball cap with a "B" on the front. Police say the same man was seen at a second store wearing blue jeans, white shoes, a brown work jacket with a hood and a black-and-red baseball cap with a "B" on the front.

The second person is a white man who is 5 feet 8 inches tall and weighs about 160 pounds. He was seen wearing a red, yellow and black horizontal striped shirt.

Dallas police released a photo of the car the two men were seen driving, it is an older model silver four-door compact car missing a back right hubcap.

Police also released a YouTube video from various angles of a store surveillance camera:

There are two separate rewards concerning the crime. Dallas CrimeStoppers is offering a $5,000 reward and Oak Farms Dairy is offering a $10,000 reward for information leading to an arrest and indictment in this murder case.

Dallas police are searching for a shooter after a man was shot multiple times after a large street fight.

A police report states the fight broke out between 27-year-old Cesar Acosta and as many as 13 men on Gallagher Street and Odessa near Singleton in West Dallas around 2:15 a.m. Wednesday morning.

Several neighbors called 911 to report about a dozen people fighting in the street, including Acosta, who had been standing near his black pick-up truck and was caught in the middle of the brawl.

Police say Acosta ran from the pack of people and was followed by the unidentified shooter, who opened fire and hit Acosta in the legs and chest. The crowd scattered when gunfire erupted and the shooter got away.

The injured Acosta collapsed on the street corner and police say no one stayed behind to help him.

Officers found a gun at the scene but are not sure it was used in the shooting. Investigators were not exactly sure why the fight began.

Acosta was taken to Parkland Hospital with gunshot wounds and is expected to survive, according to police.

Police in Connecticut arrested a man they said was high on PCP as he ran naked through the streets of Bridgeport and an interstate highway while carrying a baby.

Surveillance cameras showed the man, who police identified as Santos Rodriguez, walking around naked around 4 a.m. on Saturday as he carried his girlfriend's son. 

He stopped on Burr Road, near his apartment, took off the baby's diaper, then tossed it in the middle of the street, according to police.

Seconds later, Rodriguez ran through a BP gas station on Fairfield Avenue, then onto Interstate 95 with the baby boy and streaked through both lanes of traffic. Police finally caught him on an exit ramp after receiving frantic calls from drivers.

"It was crazy," Rodriguez' neighbor said. "I never saw him do anything crazy like that. … A first time for me."

Police said problems started when Rodriguez showed up at his apartment after a night of partying.  
They said he got into a fight with his girlfriend, snatched her baby out of his playpen and took off with him.

"I think he's gotten progressively worse, then just slipped off the deep end," Sal Zucaro, a relative of Rodriguez' landlord, said.

Police said the baby was checked out at the hospital and was not injured. He is back with his mother.
 
Rodriguez was in prison on Tuesday night, charged with first-degree kidnapping, risk of injury to a minor, reckless endangerment and disorderly conduct.

An off-duty Fort Worth firefighter died from injuries related to a motorcycle crash Monday night.

The crash happened on Sycamore School Road in south Fort Worth, according to the Fort Worth Fire Department.

A female passenger was also critically injured.

The names of those involved have not been released.

The Fort Worth Police Traffic Investigation Unit is investigating the cause of the crash.

Fort Worth police say a man has died after the truck he was in rolled over and crushed him.

The crash happened in a remote part of northwest Fort Worth, near Eagle Mountain Lake, in the 8200 block of Western Lakes Drive.

Around 2:30 a.m., police say a group of four men in their 20's were driving in an undeveloped area when the driver attempted a u-turn.

The driver drove off a sharp embankment, causing the truck to roll over. One of the men inside was partially ejected, and the truck crushed the man when it rolled over.

All three others inside escaped injury.

Police are investigating the driver to determine why he drove off the embankment.

Six Injured in TCU, UT Beach House Deck Collapse

Six people were injured after a deck at a Gulf Shores, Ala. beach house collapsed Monday.

The house was being rented by students from Texas Christian University and the University of Texas.

The deck collapsed around 4:30 p.m. Monday, according to Gulf Shores Police. Witnesses say anywhere from 15 to 50 people were on the deck when it collapsed.

WPMI-TV quoted one family who rented the beach house next door as saying "easily 40 people" were on the deck when it gave way.

William Bonner, a TCU student, told WPMI-TV about the scene.

"The support beams gave out, and the whole porch just collapsed," Bonner told WPMI-TV. "People said they couldn't feel their legs. We were worried they might be paralyzed from the waist down."

Six people suffered minor injuries, according to police.

The injured people have not been identified.

Day six of the drama-filled child custody fight between Deion and Pilar Sanders could bring some closure on Tuesday.

A decision could rest in the hands of a jury as early as Tuesday afternoon. Jurors will have to sort through the allegations of steroid use, cheating, and violence coming from both sides to get to the heart of the matter: primary custody of the Sanders' three kids.

Deion Sanders is expected to be back on the stand first thing Tuesday morning when court resumes at 9 a.m.

There's been a lot of debate if their two sons and daughter, ages 9-13, will have to testify.  Both Deion and Pilar Sanders say they don't want that.

The jury of seven women and five men are deciding which parent will get primary custody of the children.

Attorneys expect the jury to have the case by Tuesday at noon.

City Policy Prohibits Typing and Driving: DPD Chief

Dallas Police Chief David Brown gave his first formal interview about a nine-month-long NBC 5 investigation that found police officers in Dallas and across Texas were causing car crashes by typing on mobile dashboard computers while driving.

Brown told NBC 5 Investigates that, except for emergency situations, the Dallas Police Department does not allow their officers to type on mobile dashboard computers, or MDCs, while driving.

"We prohibit using the MDC while driving, unless it's to save a life," said Brown. "We're still trying to understand where it's grey. We see it very clearly. It's prohibited, except for emergency situations."

The chief's comments come by surprise because there's no direct statement in the police department's policies telling officers not to type and drive and, during an interview that aired July 30, 2012, Deputy Chief Rick Watson told NBC 5 Investigates indicated there was no policy against typing and driving.

"We rely on their judgment and on their discretion. We're not telling them to do it, we're not telling them not to do it," said Watson.

When asked why the department didn't have a clearly defined policy like some other departments, Watson said last summer that the department was looking at reviewing its policy to see if changes needed to be made. NBC 5 Investigates recently reached out to Watson to clarify his comments from last year, but he has not responded and Brown's office has not offered an explanation for the discrepancy.

In his recent interview with NBC 5, Brown said that typing while driving was actually banned two years ago; however the rule isn't spelled out in the police department's policy. Instead, the chief said, it's in the City of Dallas' Human Resources Department Driving Policy which the chief said covers MDC's even though it doesn't mention them by name.

The HR department rules state that city department heads should: "Hold city drivers accountable for the reckless and irresponsible use of electronic devices while operating a vehicle."

But there's an exception in the policy for police officers, "Emergency response personnel acting within the scope of their official duties may utilize electronic devices while driving - if the device is essential for the nature of the emergency response and another employee is not available to utilize the device."

"The exception is where I think the biggest part of this debate is. What's an emergency situation and when can they do it and when can't they do it?" said Brown.

Other police departments have written more specific rules telling officers exactly what they can and cannot do while driving. In Arlington, police department policy limits typing to minimal use such as one button functions when the car is moving, and only if it is safe to do so. In Fort Worth, the department prohibits typing while driving and even requires officers to pull over to read the screen if there's heavy traffic. The Tarrant County Sheriff Department tells deputies to use the radio to request some information instead of typing.

Brown said his department doesn't need such a detailed policy.

"I'm saying our department may be much different from other departments you've looked at. We just don't see, from our experience, officers using the computer and causing accidents," said Brown.

Dallas Police reports and dash cam videos show police officers rear ending other drivers and running off the road. In one case where there's no video, an accident report shows a Dallas police officer using the MDC, crossed the center line and hit another car head-on.

The department says MDCs have caused 17 Dallas police crashes in four years. That may seem like a lot, but with 2,600 department-related crashes in four years, that number of MDC-related crashes represents less than 1 percent of all department-related crashes over that same time period.

"Our driving accidents are down 26 percent, our MDC-usage accidents are 1 percent of our total accidents. That may be much different for another city and their policies may reflect that," said Brown.

Attorney Trey Branham specializes in litigating injury cases. He said if Dallas gets sued over an MDC-related crash, the city would have a harder time defending itself than other cities with more detailed polices.

Branham's advice to the city of Dallas, "Get real specific. What's the harm? You can make exceptions and you can make specific exceptions if you feel like you need them. But there's no harm at all in being very specific about what you want your officers doing and what you don't want them doing and when you want them doing it."

Brown said he wants to leave plenty of leeway to protect officers who might need to type and drive if their life is in danger.

"It would be an - I'm shot at, another citizen is shot bleeding, I can't get radio transmission, all I had was that computer to communicate with the dispatcher to get me help," said Brown.

For that same reason he's not sure he wants to install devices that lock the keyboard when the car moves, but he's interested to see how they work in cities like Farmer's Branch. The city recently became the first police department in Texas to install the Archangel II that prevents officers from typing on dashboard computers while driving faster than 15 mph.

Brown says he will be closely watching what other departments do to address the issue.

"I think you struck a chord with the series. I think you really have prompted law enforcement to look at something that we have just taken for granted -- that putting so much technology in the car could overwhelm an officer," said Brown.

Call Centers Booming in North Texas

Customer service call center jobs, long outsourced to workers overseas, are coming back to the United States and bringing employment opportunities to the Metroplex.

For years companies shipped these jobs to other countries like India and the Philippines because it cost less, but that's not the case anymore.

"It's about 15 percent cheaper to do it onshore than offshore now," said Mary Murcott, president and CEO of Fort-Worth based Novo 1.

There are about five million call center jobs in the United States, which represents about four percent of the United States work force, Murcott estimated.

Texas has about 450,000 of these jobs, the most of any state, according to the Professional Association for Customer Engagement.

Novo 1 is one of an estimated 200 major call centers in North Texas, with 50 representatives or more.

Murcott said these are mainly middle class jobs, which often don't require a college education.

"Middle class jobs actually have trickle-down effect and create other jobs," Murcott said. "It's good for people to have middle class jobs because they feed the rest of the economy."

And that's good for the region and the country.

Even President Obama spoke about making "America a magnet for new jobs" in his State of the Union address.

One reason call center jobs are returning to the United States is because wages abroad have gone up annually.

"What's happened is the wages off shore have gone up 10, 15, 20 percent a year," Murcott said.

Plus, American consumers complained their problems were not getting solved by representatives overseas.  And technology has gotten better.  Simple calls like password resets are now automated, or consumers can get their answers online.

"What are left are the contextually sensitive complex calls.  And that's what needs an American who understands American way of life, to be able to answer those calls," Murcott said.

"We really have that, you know, just American spirit that ability to empathize and then to go in and do the best we can to make sure we're solving whatever problems it is that the person on the other end has," said Deidra Walker-Peany, who works Aegis, another call center company in Irving.

Walk the office of Aegis, or any call center, and hear a steady hum of conversations.

Catchphrases like, "May I help you?" and, "Thank you for calling," are a constant.

It's a rhythm with row after row of customer service representatives wearing headsets, looking at computer screens and talking to customers about everything from health insurance to utilities to roadside assistance.

Ironically, Aegis is based in India, but half of its business is in the United States, according to CEO Sandip Sen, making call centers in the U.S. necessary.

"Our largest concentration of call center agents in the United States is in Texas between Irving, here, and Kileen," Sen said, adding that the DFW area is an ideal location for its American hub.

"It has a large labor pool.  Second, I think the cost of living here is much [more] affordable as compared to the East and the West Coast.  Third, for a company, which has clients all across the U.S., this is almost in the center, you know about three-and-a-half hours to New York and three-and-a-half hours to San Francisco," said Sen.

The Lone Star State's southern hospitality is a draw for call centers as well.

"We've had people from other states come and say we want some of that Texas charm on the phone," said Murcott.

Walter Jamison, a father of two, has that charm.  He has worked as an insurance agent at Novo 1 for more than a year.  He had to do a typing test, an interview and a voice test to get the job.

"I have a speaking voice for this type of job," Jamison said with a smile.

He also said he has the patience to handle angry consumers. That even-temper and empathy resonates with Americans seeking customer service help and may be the reason call centers are expanding in the United States.

"Kill them with kindness. Apologize. Please, thank you.  That always works," he said.

Two people were hospitalized after a bizarre crash in DeSoto at around midnight Saturday.

It started when two cars hit each other on southbound I-35E at Wintergreen Road. The impact of the collision was so powerful that one of the cars went off an embankment, hit a pole the parking lot of a Hampton Inn and Suites then crashed into a hotel room.

No one was in the room at the time of the crash but eyewitnesses who pulled the driver from the car say he wasn't in good shape.

"He was severely inebriated. It was bad, I could smell it on him as soon as I pulled him out of the car and I told him to sit down. He got up, he started running around in circles and it looked like he was going to try to run, then he got back in the car and then the cops came and pulled him out of the car," said Hugh McGuygan.

"I got out and pulled out the fire extinguisher 'cause I saw flames and then the cops showed up and told us to go back, get back. It was crazy, but the guy was okay," said Gaylen Lusch.

Police are still investigating the official cause of the accident.

City Policy Prohibits Typing and Driving: DPD Chief

Dallas Police Chief David Brown gave his first formal interview about a nine-month-long NBC 5 investigation that found police officers in Dallas and across Texas were causing car crashes by typing on mobile dashboard computers while driving.

Brown told NBC 5 Investigates that, except for emergency situations, the Dallas Police Department does not allow their officers to type on mobile dashboard computers, or MDCs, while driving.

"We prohibit using the MDC while driving, unless it's to save a life," said Brown. "We're still trying to understand where it's grey. We see it very clearly. It's prohibited, except for emergency situations."

The chief's comments come by surprise because there's no direct statement in the police department's policies telling officers not to type and drive and, during an interview that aired July 30, 2012, Deputy Chief Rick Watson told NBC 5 Investigates indicated there was no policy against typing and driving.

"We rely on their judgment and on their discretion. We're not telling them to do it, we're not telling them not to do it," said Watson.

When asked why the department didn't have a clearly defined policy like some other departments, Watson said last summer that the department was looking at reviewing its policy to see if changes needed to be made. NBC 5 Investigates recently reached out to Watson to clarify his comments from last year, but he has not responded and Brown's office has not offered an explanation for the discrepancy.

In his recent interview with NBC 5, Brown said that typing while driving was actually banned two years ago; however the rule isn't spelled out in the police department's policy. Instead, the chief said, it's in the City of Dallas' Human Resources Department Driving Policy which the chief said covers MDC's even though it doesn't mention them by name.

The HR department rules state that city department heads should: "Hold city drivers accountable for the reckless and irresponsible use of electronic devices while operating a vehicle."

But there's an exception in the policy for police officers, "Emergency response personnel acting within the scope of their official duties may utilize electronic devices while driving - if the device is essential for the nature of the emergency response and another employee is not available to utilize the device."

"The exception is where I think the biggest part of this debate is. What's an emergency situation and when can they do it and when can't they do it?" said Brown.

Other police departments have written more specific rules telling officers exactly what they can and cannot do while driving. In Arlington, police department policy limits typing to minimal use such as one button functions when the car is moving, and only if it is safe to do so. In Fort Worth, the department prohibits typing while driving and even requires officers to pull over to read the screen if there's heavy traffic. The Tarrant County Sheriff Department tells deputies to use the radio to request some information instead of typing.

Brown said his department doesn't need such a detailed policy.

"I'm saying our department may be much different from other departments you've looked at. We just don't see, from our experience, officers using the computer and causing accidents," said Brown.

Dallas Police reports and dash cam videos show police officers rear ending other drivers and running off the road. In one case where there's no video, an accident report shows a Dallas police officer using the MDC, crossed the center line and hit another car head-on.

The department says MDCs have caused 17 Dallas police crashes in four years. That may seem like a lot, but with 2,600 department-related crashes in four years, that number of MDC-related crashes represents less than 1 percent of all department-related crashes over that same time period.

"Our driving accidents are down 26 percent, our MDC-usage accidents are 1 percent of our total accidents. That may be much different for another city and their policies may reflect that," said Brown.

Attorney Trey Branham specializes in litigating injury cases. He said if Dallas gets sued over an MDC-related crash, the city would have a harder time defending itself than other cities with more detailed polices.

Branham's advice to the city of Dallas, "Get real specific. What's the harm? You can make exceptions and you can make specific exceptions if you feel like you need them. But there's no harm at all in being very specific about what you want your officers doing and what you don't want them doing and when you want them doing it."

Brown said he wants to leave plenty of leeway to protect officers who might need to type and drive if their life is in danger.

"It would be an - I'm shot at, another citizen is shot bleeding, I can't get radio transmission, all I had was that computer to communicate with the dispatcher to get me help," said Brown.

For that same reason he's not sure he wants to install devices that lock the keyboard when the car moves, but he's interested to see how they work in cities like Farmer's Branch. The city recently became the first police department in Texas to install the Archangel II that prevents officers from typing on dashboard computers while driving faster than 15 mph.

Brown says he will be closely watching what other departments do to address the issue.

"I think you struck a chord with the series. I think you really have prompted law enforcement to look at something that we have just taken for granted -- that putting so much technology in the car could overwhelm an officer," said Brown.
