But as News4's Mark Segraves shows us, the property is being redeveloped with promises of a brighter future.

Apartments are going up at 1600 Pennsylvania Avenue, but your housemates definitely won't be the Obamas.

A developer petitioned the D.C. government to acquire the 1600 Pennsylvania Ave. Southeast address, a ways away from the first family's Northwest abode.

The Southeast land is now home to a used car lot, but decades ago, it was a go-to haven for drug addicts. The 1600 Pennsylvania Ave. SE apartments are set to go up in 2015, and not everyone is impressed by the marketing scheme selling the famous address.

"I don't think it's funny," one Southeast resident told News4's Mark Segraves. "They're just throwing up places right now trying to inconvenience other people."

Tourists visiting the White House however have a different attitude.

"Oh wow! That sounds interesting" Lottie Polk said.

The developer tells News4 the 5-story building will look over the Anacostia River and will in no way resemble the White House.

8-Month-Old Child Left in Car Dies

An 8-month-old child is dead after his mother allegedly accidentally left him in a hot car all day while she was at work.

According to police, the Virginia woman drove to work in Arlington, forgetting she had left her baby in the car. When she left work Friday afternoon she saw her baby in the car and immediately drove to INOVA Alexandria Hospital just after 4 p.m. The baby was pronounced dead.

An investigation is pending.

Police recommend parents of young children are extra careful during hot summer months.

"Slow down and be careful... try not to let things get too busy," Lt. Mark Bergin with the Alexandria Police Department said.

Also on Friday, a 16-month-old girl died after being left in a car for about four hours in Baltimore.

According to KidsAndCars.org, every year, approximately 38 children die from being trapped inside hot cars.

Guide Dog Spooked by Fireworks Is Missing

Everyone knows that dogs are a man's best friend, but Sidney, a 5-year-old black Labrador, is more than that. And now he's missing.

Sidney is Caroline Mosely's trained guide dog. Mosely is legally blind.

"We're trained to pay attention to him, and he's trained to pay attention to me," Mosely said. "He's trained to show me the steps. He's trained to stop at every entry doorway, so he lets me know I'm at a door."

Sidney leads Mosely to work every day and also travels with her on trips.

"He goes everywhere -- even airplanes, buses, trains, grocery stores, everything," she said.

Sidney disappeared from his Southeast Dallas backyard on Wednesday after being spooked by fireworks.

Moseley took Sidney's work harness off on Wednesday evening. To the dog, it means work is over and it's time for play. When she let him out in the backyard, she heard neighbors popping some fireworks.

When she opened the door to call Sidney in a few minutes later, he was gone.

"I get up, even now, and keep looking like, 'Can I go get him?' Or, 'I got to go feed him,' or, 'What is he doing?'" Mosely said. "Without him, it's just like something's missing. He's like my best friend. I look down for him every time, keep looking for him every time."

Mosely has checked the Dallas animal shelters, but no luck.

Sidney is a black lab with a white patch of fur on his chest and some white fur under his chin. The inside of his ears are tattooed with the code 449P.

The Moselys live near the intersection of Jim Miller Road and Forney Road. Anyone who might have seen Sidney can contact the Guide Dogs for the Blind at 1-800-295-4050, extension 4090.

Sidney was trained by the group Guide Dogs for the Blind. A local club, the Lone Star Guide Dog Raisers Club, plans to help Mosely find the dog in the neighborhood by posting signs and going door to door starting 11 a.m. Saturday.

Investigation of 6-Year-Old's Slaying Continues

Investigators were back out in the neighborhood of a 6-year-old Saginaw girl whose body was found in a street a mile away from her home. Businesses and residents plan to wear purple ribbons starting this weekend in remembrance of Alanna Gallagher.

The town of Saginaw is coming together for a tribute to slain 6-year-old Alanna Gallagher, the girl whose body was found bound and wrapped in a tarp in Saginaw on Monday.

Residents plan to wear either purple ribbons or clothing this weekend in memory of Gallagher, whose favorite color was purple.

Some residents tied purple ribbons around their trees.

One resident even petitioned local businesses to join in. Wal-Mart, Albertson's, Sonic and Country Acres day care will join the tribute, according to the Saginaw Texas News' Facebook page.

Mendi Preston, executive director of Country Acres, said the day car would hand out ribbons on Monday to staff and parents and wear them all next week.

"Although she wasn't a member of our school, she was a member of our community," she said. "And we want to show our support not only of family, but any of the children or parents or even the teachers here locally that were affected by this tragedy."

The day care sits not far from both where Gallagher lived and where her body was found. Preston said the slaying affected her personally, not only because her day care has many students Gallagher's age, but because she has an 8-year-old daughter.

"She was really concerned about it," Preston said. "We went over and placed a bear over at the memorial as well. It really reminded us to emphasize to her to be careful when you're outside and pay attention to close surroundings, never be out there by yourself, and make sure we're out there with you."

The memorial where the 6-year-old's body was found continues to grow. Nancy Moreno, who lives a block away from Gallagher, brought her young daughter to drop off a small teddy bear.

"We feel so bad for Alanna," Moreno said. "She was in same school as she. She was asking, 'Why?' I just decided to bring her so she could see how much people care."

The Saginaw Police Department, the FBI and the North Texas Major Case Investigative Team are working to solve Gallagher's slaying.

Gallagher's cause of death has not yet been determined, and investigators are still trying to establish a timeline of what led up to her death.

On Friday, officers were back in her Saginaw neighborhood, interviewing neighbors. Investigators left a home two doors down from Gallagher's home with a brown paper bag similar to what police use to collect evidence. However, it's unclear why they were there or if it was related to Gallagher's killing.

Gallagher's father said the family is devastated and not ready to talk to the media.

The FBI is offering a reward of up to $10,000 for information leading to the identification, arrest and conviction of the person or people responsible for Gallagher's death. Anyone with information is asked to call 682-888-3682 or 682-888-3684.

School Didn't Reveal Teacher-Teen Inquiry: Police

A school district investigation into a relationship between a Redlands teacher and a student with whom she's now accused of having a sexual relationship – and a baby – did not result in a report to police or child protective services, according to court documents filed Friday.

In May, the Redlands Unified School District questioned Laura Elizabeth Whitehurst – a Citrus Valley High School teacher who was arrested Monday on suspicion of unlawful sexual intercourse with a minor – as well as her alleged victim.

Whitehurst was at the time more than seven months pregnant, and police on Monday said the father was a teen student with whom she had an ongoing sexual relationship.

An affidavit submitted Wednesday to a San Bernardino County judge by Redlands police Detective Dominick Povero describes Whitehurst's alleged relationship with the teen, as well the school district's investigation into the pair on May 16 and May 17.

Povero was seeking a search warrant for school records related to the investigation, and San Bernardino Superior Court Judge Richard Peel on Wednesday granted him access to personnel files for Whitehurst, as well as her work emails and any relevant property on the Citrus Valley High campus. The document was filed in public court records Friday.

"Evidence from email communication and personnel files may show teachers, school administrators, and district administrators failed to report suspected child abuse as mandated," Povero wrote.

Whitehurst, 28, pictured in her booking photo below, was released from police custody Monday night on $25,000 bail. Police said she had given birth on June 18.

On Wednesday, police said investigators had learned of two other alleged victims since Whitehurst's arrest was made public.

One alleged victim was a freshman at the time of a sexual relationship in 2007 and 2008, which occurred at the same time as a similar relationship with a boy, now 23, who spoke to NBC4 about his experience with Whitehurst.

"There wasn't a thought of, 'I'm going to get in trouble' or 'Should I say something?'" Michael Cooper told NBC4 of a relationship he described during his junior year at Redands High School, where Whitehurst was his English teacher. "It's more of like, 'Holy cow, this hot teacher is into me.'"

The affidavit from Povero provides details of the police investigation into Whitehurst and the teen -- and into the school district questioning of the pair that took place more than six weeks before the teacher's arrest.

The court filing states that Redlands Unified Assistant Superintendent Sabine Robertson-Phillips had spoken to Whitehurst about her relationship to the  victim, described as "John Doe." Citrus Valley High Principal Bernard Cavanagh spoke to "John Doe," according to Povero.

But it was not until the alleged victim's mother contact school district officials – after Whitehurst gave birth – that educators got in touch with police, the affidavit states. That happened on Monday, when detectives went to speak with the "John Doe," who was 16 when the alleged relationship began and is 17 now.

The teen told detectives he had had an "ongoing" relationship with Whitehurst since July 2012, the document states.

"John Doe and Whitehurst met at a school sponsored trip to Disneyland, where they began communicating," the affidavit states.

Their sexual relationship included "numerous instances of sexual intercourse and sexual oral copulation" that continued weekly after Whitehurst became pregnant last September, according to the document.

Whitehurst told the teen he was her only recent partner and therefore the father of the child, Povero wrote. The teen attended the birth, according to the document.

In his presence, Povero had the teen call Whitehurst, who on the phone confirmed their relationship and that the teen was the baby's father, the detective wrote.

When Poverothen  spoke to Whitehurst in person, she confirmed the above details of the relationship, the detective wrote.

Officials with the San Bernardino County District Attorney's Office told NBC4 they expect charges against Whitehurst to be filed July 8.

School district officials on Tuesday issued a statement that said the district was cooperating with the investigation.

"The District was recently made aware of allegations involving a high school student and teacher. We immediately notified the police and placed the employee on leave," the statement read.

"Because we do not want to jeopardize the ongoing investigation, we are unable to comment further at this time," the school district statement continued. "We appreciate the quick response to our complaint by the Redlands Police Department. Our heart goes out to the victim and his family."

A man is missing after a day of boating on Grapevine Lake.

Police tell NBC 5 that a 21-year-old was listed as a passenger on a party boat that left Silverlake Marina and didn't return to the dock.

There were 60 people total on board.

When the boat docked at about 5 p.m., there were only 59 passengers accounted for, after anchoring twice in the water.

Firefighters searched the lake for most of the night. Police say they suspended the search at about 9 p.m. due to darkness.

FBI Offers $10K Reward in Alanna Gallagher Case

The child whose body was found bound and wrapped in a tarp in Saginaw on Monday has been identified as 6-year-old Alanna Gallagher.

Saginaw police said Wednesday afternoon that Gallagher's death was being investigated as a homicide. The investigation is still in its beginning stages, police spokesman Officer Damon Ing said.

"As anybody can attest to, including parents, this is a disturbing case," he said.

Investigators with Saginaw police, the FBI and the North Texas Major Case Investigative Team will continue to work through the night to solve the case, Ing said.

The FBI, Texas Rangers and local authorities are trying to reconstruct the last hours of life for 6-year-old Alanna Gallagher. She was found dead and wrapped in a tarp on Monday. The medical examiner is still working to determine the cause of her death.

"We're going to work through the night, as we have been, ever since we were notified of this crime, to make sure that we are relentless in our pursuit to ensure that the person responsible for this is brought to justice," he said.

"We send our heartfelt prayers to the family for the loss of their child," Ing said. "And as you can imagine, they are very distraught at this time."

Residents in Gallagher's neighborhood found the tarp in the middle of the street and, believing it to be garbage, looked underneath. Soon afterward, they called 911 to report the girl's body. They said she was found nude with her hands and feet bound and a bag over her head.

Her body was found at about 7:30 p.m. Her parents reported her missing at about 9 p.m., and neighbors say her father told them she was last seen at about 5 p.m.

Ing said that investigators do not know if Gallagher's body was intentionally left in the road or if it fell off a vehicle.

Saginaw police also do not know if Gallagher was abducted, he said. Her cause of death has not yet been determined, and investigators are still trying to establish a timeline of what led up to her death, he said.

Police believe the slaying is an isolated case, Ing said.

"I can assure the community of Saginaw and all surrounding areas that you're perfectly safe in this community," he said.

Saginaw police requested the FBI assist in their investigation. A FBI Evidence Response Team collected evidence and took photographs of the crime scene early Tuesday morning.

According to a FBI receipt of seized evidence, federal agents took a blue-gray tarp, electrical tape, and Wal-Mart plastic bags from a car registered to the victim's parents. The car is parked on the street in front of where the 6-year-old victim lived. Agents also searched the girl's home, where she lived with two siblings, her parents and another man.

The girl's uncle told NBC 5 that his niece's family had recently gone on a camping trip.

The family is not suspected in Gallagher's death, Ing said. Her family has been talking with counselors at the police department.

"We have many leads to follow -- not necessarily suspects individually -- but, at this time, the family is not suspected," Ing said. "We are basically trying to help them through their time of grief."

No arrests have been made in the case and no suspects have been named.

Gallagher's aunt, Teresa McDaniel said the child was very loved by her parents and siblings.

"I just broke down and cried," she said. "There was no speculation as to whether it was her, not her. When I read how she was found, I just broke down."

"I break down and cry when I hear one of these stories on the news, but to find out that's my niece -- that's something that you can't hold on to anymore," McDaniel said.

Gallagher was a "bubbly and always happy" kindergarten student at Willow Creek Elementary, the Eagle Mountain-Saginaw school district said in a statement Wednesday. The district's thoughts and prayers go our to her family and friends, the district said.

"We will continue to support our students, parents and staff that have been deeply affected by the events of recent days," Superintendent Jim F. Chadwell said. "It is imperative at this difficult time that we come together as a community to share our grief."

Police are looking for a red pickup truck with a splash of green paint that they believe may be connected to Gallagher's death but are also seeking any other information in the case.

Seguin Headed to Dallas Stars in a 7-Player Deal

Tyler Seguin is headed to the Dallas Stars in a trade less than a week after Boston's general manager criticized the former No. 2 overall pick as needing to be a "better pro."

Seguin was sent to the Stars on Thursday in a seven-player deal also highlighted by steady forward Loui Eriksson joining the Eastern Conference-champion Bruins.

Dallas got forward Rich Peverley and defenseman Ryan Button, while the Bruins acquired forwards Matt Fraser and Reilly Smith, and defenseman Joe Morrow.

It was the first major move for new Stars general manager Jim Nill, who addressed the team's need at center with Seguin, the No. 2 pick in 2010, and Peverley. The trade will allow Dallas' leading scorer, Jamie Benn, to move to his more natural spot at wing.

"Tyler is a dynamic player that will be a part of our core group for a long time to come," Nill said. "A player at his age, position and talent level are extremely difficult to acquire and we're thrilled to bring him into our organization."

Seguin won the Stanley Cup with the Bruins as a rookie and was their leading scorer and an All-Star a year later. He dropped to a tie for third on the team in scoring during this past season's run to the Stanley Cup finals. Boston lost to Chicago in six games.

At the draft last weekend, Bruins general manager Peter Chiarelli essentially said that Seguin wasn't focused enough on hockey, although he made it sound like the 21-year-old would be back by saying he was expecting "big things from him."

Instead, the Bruins have added Dallas' second-leading scorer in Erikkson, a 2011 All-Star who turns 28 this month. He and Ray Whitney were second to Benn with 29 points.

Seguin leads all players from the 2010 draft class in games played (203) and is third in goals (56), assists (65) and points (121). Peverley is viewed as a No. 2 center who is strong in the faceoff circle, while Button will join a veteran blue line that recently added 39-year-old Sergei Gonchar on a two-year, $10 million contract.

Smith had nine points in 37 games for the Stars while shuffling between Dallas and the Texas Stars of the AHL. Fraser appeared in nine games for Dallas, while Morrow has yet to make his NHL debut.

Fort Worth's Fourth was delayed Thursday night after a grass fire was sparked at the huge Independence Day celebration on the banks of the Trinity River.

NBC 5 has learned many of the shells did not fully burn out before hitting the ground, the hot embers caused some small grass fires.

One of the fires began burning too close to unexploded fireworks so the show was temporarily shut down.

Firefighters put the ire out and the show resumed after about a 10 minute delay. No one was injured.

The professional company behind Fort Worth's Fourth fireworks show told NBC 5 he's never shut down a shoe before for safety concerns, but it had to be done.

Firefighters were on the scene Friday morning looking for any remaining embers.

Other Grass Fires Reported Across North Texas

Dozens of grass fires were reported across North Texas Thursday night.

Two fires within moments of each other in Tarrant County also kept crews busy.

A grass fire near Rendon burned 15 acres of brush and threatened several homes.

Moments later firefighters headed to a fire burning not far from a fireworks stand off Oak Grove Road. No one was hurt in that fire.

Fire crews also battled a fire in Midlothian that burned about three acres. Firefighters were able to get the fire under control before it spread further.

28 Hurt in SoCal Fireworks Explosion: Police

Dozens of Fourth of July celebrants were injured Thursday night when fireworks exploded into a crowd at a Southern California park.

Simi Valley authorities called the detonation a "fireworks mishap," and it appeared that a platform to hold the fireworks had given way. 

At least one of the firework launching stations fell over after the contents were ignited, according to a Simi Valley Police Department statement.

"Although it is still unknown why the launching station fell over, there are no indications of foul play and it appears that this is an industrial type accident," the statement continued, adding that the Occupational Safety and Health Administration (Cal OSHA) was notified.

"That one row, all of the fireworks went off," said witness James Wilhite. "They were actually aiming at us."

The injury count changed multiple times over the course of a quickly developing breaking news story. Early Friday morning, 28 people were reported injured, Ventura County Fire Department spokesman Mike Lindbery told reporters at the scene.

Twenty of the victims were transported to the hospital, four of whom suffered "moderate to severe" injuries and 16 with minor injuries, Lindbery said. Eight people were treated and released on the scene.

Those hurt ranged from young children to the elderly, with injuries that included burns and cuts from flying debris, and some broken bones, Ventura County Fire Department officials told NBC News early Friday. None of the injuries were life threatening.

Between 8,000 and 10,000 people had been expected to attend the Independence Day celebration Thursday night. The crowd was kept at at least 350 feet from the fireworks mortars, the distance required by fire code, Lindbery told NBC News.

Witnesses said the professional fireworks show lasted just a few minutes before the huge explosion went off.

"We saw about three minutes of the show. There was some that went up in the area and everything just kind of scattered outwards and then everybody just started running," a witness told NBC4.

"Everything exploded and parts came flying everywhere," another witness told NBC4. "People were running everywhere. So, it was pretty scary."

It happened about 9:20 p.m. at Rancho Santa Susana Community Center and Park (map), said Cmdr. John Parks, a watch commander for the Simi Valley Police Department.

Parks called the detonation a "fireworks mishap." He said initial information suggested the explosion was accidental.

Emergency medical and fire personnel were already at the park to monitor the fireworks show, so the victims were attended to quickly, Parks said.

Initial injury counts reported 20 people were hurt then that figure was revised to 14 before Lindbery detailed that 28 were hurt in the explosion.

Most of the fireworks were not launched and remained in their mortars unexploded, he told NBC News.

The park was evacuated after the blast, Parks said. Aerial footage showed dozens of people lingering on the outskirts of the scene and near the triage area set up on the grass, pictured below.

Simi Valley is located about 41 miles northwest of Los Angeles.

"We have many leads to follow -- not necessarily suspects individually -- but, at this time, the family is not suspected," Ing said. "We are basically trying to help them through their time of grief."

No arrests have been made in the case and no suspects have been named.

Gallagher's aunt, Teresa McDaniel said the child was very loved by her parents and siblings.

"I just broke down and cried," she said. "There was no speculation as to whether it was her, not her. When I read how she was found, I just broke down."

"I break down and cry when I hear one of these stories on the news, but to find out that's my niece -- that's something that you can't hold on to anymore," McDaniel said.

Gallagher was a "bubbly and always happy" kindergarten student at Willow Creek Elementary, the Eagle Mountain-Saginaw school district said in a statement Wednesday. The district's thoughts and prayers go our to her family and friends, the district said.

"We will continue to support our students, parents and staff that have been deeply affected by the events of recent days," Superintendent Jim F. Chadwell said. "It is imperative at this difficult time that we come together as a community to share our grief."

Police are looking for a red pickup truck with a splash of green paint that they believe may be connected to Gallagher's death but are also seeking any other information in the case.

The FBI is offering a reward of up to $10,000 for information leading to the identification, arrest and conviction of the person or people responsible for Gallagher's death.

Grapevine police are trying to catch two thirsty thieves who have a taste for fine wine.

Police say two men stole close to $2,000 in wine from a Tom Thumb in the 4000 block of William D. Tate Avenue on June 23 and June 24.

Each time, they loaded the wine into a cart and walked out of the store without paying. Both thefts occurred during the evening hours, when there are fewer cashiers around.

Police say the thieves have a taste for Duckhorn wine. They've taken more than $1,000 in 2010 merlot and more than $600 in cabernet sauvignon.

One man is dead after police say an Arlington police officer saw him shooting into a crowd outside a busy bar early Thursday morning.

Arlington police say at about 1 a.m. an officer on routine patrol drove into a large shopping center parking lot along the 2400 block of Arkansas Lane and was flagged down by a security guard asking for help with a disturbance outside Star Saigon Bar and Grill.

When the officer got out of his patrol car he saw a man firing into a group of people in the parking lot and that's when the officer shot the man, killing him according to police.

"It was quite surreal actually, just like pop, pop, pop, and it wasn't quite what I would have expected it to sound like," said security guard Howard Humphreys. "Everything happened so quick and so fast but in maybe three or four seconds it was all over and everybody was gone."

Police say the officer was not injured but is on routine administrative leave.

Police say it doesn't appear any other people were hit by gunfire but police are checking local hospitals to be sure.

McKinney police say they need the public's help identifying a potential child predator.

Police say just after 11 a.m. on June 28 a mother and her 10-year-old daughter were shopping inside the Target in the 2000 block of North Central Expressway when the girl says she was approached by a man who allegedly patted her on the buttocks and told her she was sexy.

The girl ran to her mother a few aisles over and her mother contacted a store employee but they were unable to locate the man.

Police say surveillance video doesn't show the incident the girl described because it was not in view of a camera, but video did show the girl in the electronics section while the man watched her from the next aisle and police say it appears he was masturbating.

Police released video from the surveillance video as the man left the store. No information on the vehicle the man drives was available.

Police urge anyone who recognizes the man to call the McKinney Police Department at 972-547-2700.

Two North Texas girls who saw an NBC 5 story about big cats that have contracted a potentially fatal disease are raising money to help the wildlife rescue caring for them.

Miriam and Mira Shams-Rainey are reading to raise money for the 22 tigers, lions and leopards at In-Sync Exotics that have been sickened by canine distemper.

"We found out that the cats got sick so we decided to do something to help," 12-year-old Miriam Shams-Rainey said.

The girls have raised more than $600 so far..

"I am really surprised people care that much about it to donate that much money," Miriam said.

An unusual outbreak of distemper is threatening the lives of about 20 big cats at In-Sync Exotics, a Collin County wild animal rescue.

"It is amazing, and it has only been a few weeks," 9-year-old Mira Shams-Rainey said. "We can make thousands like this."

While canine distemper is usually associated with dogs, other animals, including tigers, can contract it, too.

In-Sync spokeswoman Lisa Williams said the Wylie wildlife rescue thinks a lion or tiger may have contracted the virus from a raccoon because it is not common in big cats.

The big cats with the virus need about the double their usual care time at night. Every night, volunteers give the sick cats vitamins and medicine to give them the best possible chance at survival.

But during this extremely difficult time, the girls' efforts bring a smile to the caretakers' faces.

"You just know they are going to grow up to be people who are nice to animals, and that is really nice to see," Williams said.

In-Sync Exotics is a nonprofit wildlife rescue that cares for big cats -- including lions, tigers, cougars and leopards -- that have been abused or abandoned.

Its founder, Vicky Keahey, rescued her first cougar in 1991. She added tigers in 1998 and established a nonprofit by 2000.

"This is my life's heart," she told NBC 5 in an interview in 2012.

She said her animals arrive after being rescued from breeding operations or even from drug dealers who use the animals for protection.

Keahey said she is licensed by the U.S. Department of Agriculture, has a permit from Collin County and is registered with the state of Texas. She is also accredited by the Global Federation of Animal Sanctuaries and the Animal Sanctuaries Association.

In-Sync Exotics has several fundraisers through the year to pay for the animals' care.

Teacher Arrested After Allegedly Having Student's Baby

A Redlands, Calif., high school teacher who allegedly gave birth to a baby fathered by a teen student has been arrested for having a sex with the male pupil.

Laura Elizabeth Whitehurst, 28, was arrested Monday evening after being questioned at her home in Redlands.

She is a teacher at Citrus Valley High School, according to the Redlands Police Department, which issued a news release on the arrest Tuesday afternoon.

Whitehurst was taken into custody on suspicion on unlawful sexual intercourse with a minor and released after posting $25,000 bail Monday evening.

The student was 16 at the time of the nearly year-long alleged relationship, according to police.

"One thing led to another, and he ended up at her residence, and it's been going on, going for approximately one year now," said Redlands police Cmdr. Shawn Ryan.

"She was open with her pregnancy. I don't know what her story was to everybody else, but it was an open pregnacy," Ryan added. "The school district knew about it."

The mother of the alleged victim, who is now 17, on Monday reported the relationship to the Redlands Unified School District, which in turn contacted police, according to Carl Baker, a police spokesman.

Whitehurst had given birth to a baby on June 18, the news release stated.

"Investigators say the child was fathered by the teen," the news release stated.

The San Bernardino County District Attorney's Office has not yet received a case from police, according to spokesman Chris Lee.

Baker said police were still investigating. No booking photo of Whitehurst is available at this time, he said. The photo at right is from Citrus Valley High School's 2013 yearbook.

At an afternoon news conference, Baker issued a brief statement from the school district, which stated that the teacher had been placed on leave after police were notifed of the allegations. Whitehurst was not named in the statement, and the district said it would not comment at this time.

"The district takes this arrest very seriously," the statement read. "Our heart goes out to the victim and his family."

According to the school's online staff directory, Whitehurst is an English teacher.

Students who spoke to NBC4 Southern California lauded her performance as a teacher.

Citrus Valley High School has about 2,200 students, according to state records. It graduated its first senior class in 2012.

Investigators Piecing Together Slain Child's Final Hours

Police have more questions than answers after a 6-year-old girl was found in the middle of a Saginaw neighborhood bound with a bag over her head underneath a tarp.

Police announced no arrests or progress in the investigation Wednesday morning and have not officially released the girl's name.

The 6-year-old was a student at Willow Creek Elementary School in Eagle Mountain-Saginaw Independent School District. The district says they are bringing in grief counselors to the school later this morning.

The Tarrant County Medical Examiner's Office has scheduled a Wednesday autopsy on the girl to find her official cause of death.

A Saginaw neighborhood is in shock and looking for answers after the gruesome discovery of a girl's body in a residential street. The FBI is helping with the investigation as a memorial grows on the street.

The FBI is joining an investigation after Saginaw police say a child's body was found dead underneath a tarp.

The FBI and Texas Rangers joined the investigation after Saginaw police say the young girl's body was found bound with a bag over her head underneath a tarp about a mile away from her home.

Saginaw police requested assistance from the FBI after the body was removed. An FBI Evidence Response Team collected evidence and took photographs of the crime scene early Tuesday morning.

Agents also searched the girl's home, where she lived with two siblings, her parents and another man.

Neighbors said the 6-year-old would sometimes wander the street by herself.

Vigils Held for Girl

Vigils for the girl were held Tuesday night with the first memorial at United Methodist Church in Saginaw.

"I just hope they catch whoever did this," said Stacy Valenzuela, who didn't know the victim but attended the service with her 10-year-old daughter. "My biggest concern is it was somebody's little girl. And just having little girls of my own, makes my heart hurt. It makes me sick."

Another impromptu candlelight vigil was held near the spot where the girl was discovered.

Katie Whiddon said she and her son were among several people who discovered the girl's body after they tried to remove what they believed was trash in the street.

"My son started feeling around and said, 'Mom, I think there's a body in there.' And I said, 'No, no, no,'" she said.

Residents discovered the tarp in the middle of the street near Roundrock Drive and Cindy Lane on Monday night.

"At first, I just thought it was some rubber stuff ... and then I got a closer look, and all I saw was a bag, and I saw some hair sticking out and so, I was like, 'Oh my God. It's a girl!'" John Smith, 18, said. "And that's when I dropped to my knees and just started crying."

"Every time I walk out that front door, I'm going to look over here and know I found a little girl -- someone's little girl that's just sitting here miserable in the middle of the street dead, and her family's out there wondering where she's at," Smith said.

"I was panicking," Whiddon said. "I was freaked out. How can somebody hurt a little girl?"

Man Surrenders After Hours on High 5 Ledge

The Dallas Police Department spent hours talking a man off the ledge of the High Five Interchange Monday afternoon.

Dallas police received a call about a man on a ledge of Interstate 635 and U.S. Highway 75 at about 1:30 p.m., police said. The man was threatening to take his own life.

Officers blocked off all of the streets and ramps leading to the man's location, police said. Officers made contact with the man and called for a negotiator.

The negotiation lasted three and a half hours until the man, whose identity has not been released, surrendered. All roadways in the area opened soon after the man's surrender.

The man was transported to Medical City Hospital for medical evaluation.

Man, Woman Found Dead in Grand Prairie Home

The Grand Prairie Police Department is investigating the deaths of two people.

Grand Prairie police received a hang up 911 call early Monday night.

Officers responded to the call at a home on the 900 block of Alspaugh Lane and forced their way in, police said.

Police say they found a man and a woman dead from apparent gunshot wounds.

Both victims were in their 60s.

No additional information has been provided at this time.

The investigation is ongoing.

Doctors are seeing a spike in a virus that targets children.

Hand, foot and mouth disease, which usually affects infants and children under than 5, is most common during the summer months.

Melanie Melugin, of Frisco, said her daughter, who is almost 2, got it last week. Her fever spiked, and a doctor found sores in her mouth.

"It is a terrible virus," Melugin said. "There is nothing you can do about it but wait it out."

Hand, foot and mouth disease is an intestinal virus that can be spread by unwashed hands. The virus causes red spots and water blisters on the palms of hands, soles of feet and the mouth.

It is not treatable by antibiotics.

Melugin said she quickly discovered her daughter wasn't alone when she posted about the virus on Facebook. Several of her friends said their children also had it, as well as some parents.

She made her daughter always washed her hands and tried to limit her contact with her brother, who did not contract it.

A week later, all is well at home.

"[I'm] very, very relieved because now she is back to her happy self," Melugin said.

Three people, including a child and a pregnant woman, were shot in Fort Worth on Monday. The child and one of the adult victims later died.

The shooting in the 2900 block of Pate Drive was reported at about 6:15 p.m.

According to MedStar EMS, the victims include a pregnant woman, a boy and another woman. Fort Worth police said the victims are a woman in her 30s, a pregnant woman in her 20s and a 10-year-old boy.

The boy and one of the women died later Monday night but did not say which of the women had died.

"Our investigators are doing everything they possibly can to bring those victims justice, as quickly as they can," Fort Worth police spokesman Cpl. Tracey Knight said.

The child was transported to Cook Children's Medical Center. The pregnant woman was taken to John Peter Smith Hospital. The third victim was taken to Texas Health Harris Methodist Hospital Fort Worth, where she is in critical condition, MedStar said.

Fort Worth police were questioning a person of interest in the case on Monday night.

Dozens of people rushed to the crime scene as word of the shooting spread. Many of the people, who were said to be relatives of the victims, screamed and cried in the street.

A man who is reportedly brother to one of the victims ran past the police barricade and struggled with a police officer before several other officers took the man to the ground and detained him.

The FBI is joining an investigation after police say neighbors found a child's dead body underneath a tarp on a Saginaw street.

Neighborhood children discovered the tarp in the middle of the street near Roundrock Drive and Cindy Lane and thought it was garbage. When they lifted the tarp, they say they found a young girl's body.

"At first, I just thought it was some rubber stuff at first and then I got a closer look and all I saw was a bag and I saw some hair sticking out and so I was like, 'Oh my God! It's a girl!' And that's when I dropped to my knees and just started crying," said 18-year-old John Smith.

Witnesses said the girl appeared to be as young as three or four years old. Police would not confirm the age of the victim.

Witnesses also said the girl was naked, had her hands and feet bound together and a bag over her head.

"Every time I walk out that front door, I'm going to look over here and know I found a little girl. Someone's little girl that's just sitting here miserable in the middle of the street dead and her family's out there wondering where she's at," Smith said.

Saginaw police requested the FBI assist their investigation after the body was removed. An FBI Evidence Response Team was collecting evidence and taking photographs of the crime scene early Tuesday morning.

"I was panicking, I was freaked out. How can somebody hurt a little girl?" said witness Katie Whiddon.

Police said there are no reports of any missing children in the area.

Saginaw police officer Damon Ing said an autopsy will be performed Tuesday morning to identify the victim and learn how she was killed. Police will then provide updates with pertinent new information throughout the day.

Police are actively looking for a red pickup truck with a splash of green paint that they believe may have some connection with the case.

As the Hood County Sheriff's Department and town of Hico prepare to memorialize and bury a fallen sheriff's deputy, we are learning more about the incident where he was fatally wounded.

Sgt. Lance McLean was taken off life support on Saturday after being shot in the head at a disturbance call on Friday morning in Hood County, just four miles north of the Granbury town square.

On Sunday, one of the witnesses, who've agreed not to identify as he is the boyfriend of a sexual assault victim, told NBC 5 the details of what happened around 10:50 Friday morning.

"Whenever the gun was pointed at me it felt like slow motion, it was like you knew you were about to die in that second," the 17-year-old said. "It all seemed like a dream."

The Granbury teenager narrowly escaped with his life and has the scars to prove it.

"He pointed the gun at me and shot, if it wasn't for the pole that stood in front, I would have been shot in the chest," the teen said.

The teen says the bullets fired at him came after the suspect, Ricky McCommas of Joshua, had shot Sgt. McLean.

The teen says McCommas was there to confront his accuser, the teen's girlfriend. McCommas was charged last year in Johnson County for sexual assault of a minor. Sheriff Roger Deeds of Hood County said on Saturday that McCommas did show for a court hearing on Friday when the shootings occurred.

Deeds said there was a criminal trespass warning for McCommas not to go to the home. The teen says McCommas had never been there before, but knew when he saw him that there would be trouble.

"There was an argument, trying to tell her to drop charges, that it had destroyed his life," the teen said.

The teen said McCommas kept arguing and trying to agitate the situation. He says McCommas never displayed a weapon, not until Sgt. McLean arrived. Someone in the home had called 911 and said that McCommas had threatened to kill them if the charges weren't dropped.

"Everybody saw him pull the gun; everybody knew what was going to happen, everybody's heart dropped. The officer knew too, he had a quick second to react and it wasn't quick enough," the teen said. "After all the gunfire and gun battle and (he) left, we went and checked on the officer and we seen what happened. It's just something you can't forget."

"He kind of wanted to kill us all it seemed," the teen said.

The teen, who plans on joining the Army and becoming a police officer himself one day, now can't forget Sgt. McLean or the family he left behind.

"Everyone has guilt that the police officer had to give his life for us and I appreciate that so much," the teenager said. "I want to meet his family, I want to say thank you. He was a good man for what he did. I think that he's probably my hero."

The teenager plans on attending Sgt. McLean's funeral in Hico. He wants his family to know that he was a great man for trying to protect him and his girlfriend and her family.

The teenager also cleared up how windows in McCommas' white van were shot out before he arrived at Granbury City Hall for the shootout with officers that ended his life.

The teen says his girlfriend's father grabbed his gun and fired at McCommas after McCommas had shot the officer and fired several rounds at everyone in the family's yard.

The teen also said McCommas was an excellent marksman and that where he fired shots some witnesses had been standing only seconds before when they dove for cover.

The family of the teenager does have some frustrations from Friday's incidents. They say it took 45 minutes before deputies would allow their son to get medical care. While they were promised an ambulance would arrive, they transported him themselves to the local hospital.

While the fragment wounds were only three centimeters deep, Granbury doctors feared he had shrapnel in his lung and had him CareFlighted to Fort Worth. At a hospital in Fort Worth the teen waited an hour before doctors removed the fragments with tweezers. His wounds are superficial and he will make a full recovery.

"Happy that I'm still alive," the teen said. "Seeing as I have a second chance, I'm not going to let that go by."

Police in North Texas defended their actions Sunday hours after a woman and her boyfriend were found shot to death by her ex-husband, who then killed himself.

Grand Prairie police said Jenea James had called once Saturday morning and again that night to say that her ex-husband, Dashun Atkins, was calling to harass her, according to a police statement.

After the first call, she declined to press charges but was given information on how to get a restraining order. After the second, a police officer called the ex-husband and told him to stop calling James.

Residents reported hearing gunshots after 2 a.m. Sunday, around three hours after James called police a second time. Officers found James, 37, lying in the front yard, and 41-year-old James Doyle lying nearby, the statement said.

James' two children, ages three and five, were in the house at the time of the killings, but were not physically injured. It's unclear if they witnessed the murders. Police are working to relocate them with other members.

Police found Atkins, 39, dead from an apparently self-inflicted gunshot wound at his home hours later, the statement said.

"At no time leading up to the shooting did officers have legal authority to arrest Dashun [Atkins]," police said in the statement.

Besides the calls from James, police said they also received a call shortly before midnight Saturday from someone claiming to be a relative of Atkins. That relative told police that Atkins "indicated he got into an argument with his ex-wife, and was saying goodbye," the statement said.

Officers then went to Atkins' apartment and spoke to him, but he "made no indication that he intended to harm himself, or anyone else."

Neighbors in a South Grand Prairie cul-de-sac heard guns shots around 2:00 a.m. Sunday.  When police arrived, they found James and Doyle shot to death.  It happened on Hill Top Lane at Ridge Point Drive.

"My daughter and I were up watching TV and all of a sudden I heard three shots," said neighbor Karen Sims. "There were six to eight cop cars shining through my bedroom window."

"We went outside and the whole entire cul-de-sac was roped off, we could see one body in the neighbors front yard," Sims said.

Neighbors had a clue the homeowner had relationship problems.

"She [James] bought the house and lived there by herself and then had a boyfriend move in and he had been there several years and they had two kids and recently he had left," said Beth Wells who lives three houses down.

"I think it was a family having a lot of troubles and I wish people would understand murder is not the answer to it," said Sims.  "They just cause many more problems for their children that will haunt them the rest of their lives."

Police spent hours gathering evidence inside the woman's home, interviewing neighbors and trying to find bullet casings in the yard next door where they found the woman's body.

"It's really sad that she had two little children," said Wells.  "It's really sad that these kinds of things happen.  It doesn't matter where you live or what economic situation you're in, it can happen."

Fire crews in Rowlett are investigating if fireworks are the cause of a house fire that forced a family from their home.

The fire burned a home in the 7800 block of Creek Wood Court late Sunday night.

Firefighters did remove some fireworks from the home and say it's a reminder about fireworks safety heading into the July 4th holiday.  Investigators aren't sure how fireworks may factor into the house fire. They'll be investigating that in the daylight Monday morning.

Crews say the smoke alarms did go off in the home warning the family that they house was on fire.  The family managed to escape with their pets and called 911.

Firefighters found the flames spreading through the attic and had to tear out the ceiling over a bedroom and bathroom to put the fire out.

Most of the damage is on one side of the house.  The home remains taped off until investigators can determine what caused the fire.

Can a city be both friendly and snobby? It can if it's San Francisco.

The City by the Bay made its way to the top of Travel + Leisure's list of America's snobbiest cities, despite also being the most gay-friendly city.

In their annual survey of America's favorite cities, Travel + Leisure asked their readers to rank 35 major cities by features like the attractiveness of its residents and the quality of its microbrew beer, but added some twists to determine a city's level of snobbery.

"To determine which city has the biggest nose in the air, we factored in some traditional staples of snobbery: a reputation for aloof and smarty-pants residents, along with high-end shopping and highbrow cultural offerings like classical music and theater," wrote Katrina Brown Hunt in blog post.

Rounding out the top five cites: New York City, Boston, Minneapolis/St. Paul and Santa Fe, N.M.

Massive Water Main Break Floods Streets

Dallas Water Utilities says they are responding to a water main break near White Rock Lake.

The break is at 2800 West Lawther in Dallas. Rushing water is causing flooding in the immediate area.

City water workers said a 84-inch line was broken and that repairs could take days. Workers said tens of thousands of gallons of water have been lost due to the break.

The pipe is described by the City of Dallas Water Utilities department as a transmission pipe that transports water from the area northbound to Addison. Crews said there is enough water in the system to avoid any loss of service, but the break will take two to three days to repair.

There have been no reports of damage or flooding to private structures or homes.

Police radio reports in the area described the break as "an amazing flood" that created a 30-foot diameter hole where the pipe burst.

Police said roads are being shut down at Loving Ave., but other roadways in the area may be blocked due to the flooding.

NBC 5 reporter Keaton Fox shot this Vine of the bubbling water from the break.

Experts say you can blame the hot dry weather, the Texas soil and an aging infrastructure for the water main breaks.

"The heat of the summer this time of year pulls moisture out of the soils causes them to shift, the brittle pipes can't move with the soils so they break," said Devon Tiner, President of the Fort Worth Branch of the American Society of Civil Engineers.

Water crews said the line that broke Monday was over 30 years old. Four water main lines broke last week as summer temperatures began rising in North Texas.

The Grand Prairie Police Department gets interesting 911 calls, but this one will be talked about for days.

Police in the Dallas suburb received a 911 call just before 7:45 a.m. Friday about a kangaroo hopping westbound in the 2200 block of Prince John Drive.

Officers arrived but didn't catch a kangaroo -- the animal was, in fact, a wallaby.

"I have been doing this for 20 years, and I will probably never see something like this again," Detective Lyle Gensler said.

John Richardson, the 911 caller, sent NBC 5 DFW a photo of the Wall-E the wallaby sitting at his front door.

Grand Prairie police said the wallaby was very excited, saying officers had a hard time controlling him while they waited for animal control to arrive. When asked how he knew how to catch a wallaby, Charles Munoz, the animal control officer, replied "Animal Planet" with a laugh.

The wallaby had tags and was returned to his owner unharmed.

"As far as we know, we don't have anything in our city ordinance that says you can't have one, " said Danielle Tate, animal services manager.

Wall-E's owners came to get him from animal control after friends saw on social media that he was loose. Their son-in-law said they believe someone tried to steal Wall-E because their fence was ripped.

Jessica Churchill, the owners' daughter, said her father gave the wallaby to her mother for Christmas after she said she wanted a kangaroo someday.

A sheriff's deputy is in critical condition and a police officer is in the hospital after a shooting in Granbury.

A Hood County sheriff's deputy that had been shot in the head after responding to a disturbance call has died.

Sgt. Lance McLean, a 38-year-old Hood County sheriff's deputy, was shot in the head at a Granbury home while responding to a disturbance call, the Texas Department of Public Safety said. McLean died from his injuries at 11:45 a.m. Saturday at John Peter Smith Hospital in Fort Worth.

As word spread of McLean's passing, law enforcement officers arrived from multiple cities to honor McLean's memory outside JPS Hospital. With their police lights flashing, officers stood at attention in the street as the hearse pulled out of the hospital.

"He was one of the best.  The very best," says Hood County Sheriff Roger Deeds.

Deeds said he had big plans for McLean and expected to promote him through the ranks.

"He excels in everything he's ever done," says Deeds.  "Great guy who's always out to help, help people, help everybody.  He was always there when you needed him."

Granbury Police Chief Mitch Galvan knew McLean as well.

"He was just a tremendous leader.  He had a great sense of humor.  A very caring man," says Galvan.  "His family was his life and his job was his life."

McLean was a SWAT officer and field training officer who mentored younger deputies. He is survived by his wife and two children with special needs.

"This has been a tremendous loss," says Chief Galvan.  "You can't replace Lance McLean."

Two accounts have been set up to help his widow and two children.  They are at Hico's First National Bank and Community Bank in Granbury.

McLean will be buried in Hico but the day and time of the funeral are pending.

Chad Davis, a Granbury police officer, was also injured in the shootout. Davis sustained a nonlife-threatening gunshot wound to an upper extremity believed to be an arm or shoulder. He was transported to Harris Methodist Hospital in Fort Worth.

Granbury Police Chief Mitch Galvan said Saturday that Davis was being moved out of intensive care. In addition to Davis' shoulder wound, Galvan said doctors found three bullet fragments in his knee.

The shooting suspect, Ricky Don McCommas, 49, of Joshua, was later killed during a shootout with Granbury police just 50 feet from the doors of Granbury City Hall.

Community Mourns Slain Sheriff's Deputy

On Saturday night, a group of Granbury citizens tied blue ribbons on trees, light posts and street signs near city hall in honor of Sgt. Lance McLean.

Joyce Mashburn knew Sgt. McLean through his work as a deputy and says his death has deeply effected her personally.

"If you ever met him, he was such  wonderful deputy," Mashburn said. "He loved his work, he helped out everybody he could help out. The only way I could think of to try and give back is to paint Granbury blue."

A memorial is also growing at the Hood County Sheriff's Office. A patrol vehicle is parked in the front grass and flowers and ribbons are being added to it to remember Sgt. McLean.

"We've lost a great deputy, heaven has a new hero," Mashburn said. "We're going to really, really, miss him."

DPS Details Gun Battle

DPS spokesman Sgt. Lonny Haschel said McLean was dispatched to a residence in Oak Trail Shores shortly before 11 a.m. When he arrived, he made contact with McCommas. Moments later, shots were fired and McLean was struck in the head, Haschel said.

Another Hood County deputy responding to the call provided a description of McCommas' van as it left the scene -- white with its windows shot out.

A neighbor told NBC 5 that McCommas lives in Joshua and drove to the house in Granbury, where he started a ruckus that led to the shooting. Deputies were then called to the scene, the neighbor said.

Granbury police officers later spotted McCommas' van as he pulled into the Granbury City Hall parking lot. It is unclear if McCommas chose to enter the parking lot or was forced there by pursuing police officers.

Haschel said McCommas then got out of the van and exchanged gunfire with Granbury officers.

McCommas was hit several times and died at the scene.

New Details Revealed on Saturday

Sheriff Deeds revealed on Saturday that the suspect, Ricky McCommas, had a criminal trespass warning to stay away from the home on Edgecliff Court north of Granbury, where Sgt. McLean responded and was shot.

Deeds said McCommas was due in court in Johnson County on Friday but never showed up. McCommas was arrested last year for sexual assault involving a minor.

Chief Galvan described the gun battle has happening so quick that he heard the gunshots from inside city hall, but that it was over by the time he reached the scene out front. He described McCommas as having an arsenal.

Witnesses See, Hear Gun Battle

Several witnesses who were working at a residence just 15 feet away from where the van pulled into the City Hall parking lot saw it all go down.

"He had a cold look on his face. He was going to go for them," Joe Vanderveer said. "He put it in park, looked at us, he got out. He turned and then the cop cars pulled up, because they pulled up about 15 seconds after he pulled up. And then the shooting started."

Gary Farina, who is opening a restaurant next to City Hall, a half block north of the town square, said he heard 40 to 50 shots.

"We kept hearing a barrage of gunfire," he said.

Farina and Vanderveer took cover on their outdoor patio before hiding inside the business. They said McCommas appeared to be wearing a vest, but they were unsure if it was a tactical vest or bulletproof vest.

"He definitely looked like he had a purpose in mind," Vanderveer said.

At least 50 evidence markers were placed at bullet casings and other evidence at the scene. What appeared to be an assault rifle was next to McCommas' body for several hours as the investigation continued.

"Those of you who've been to the scene saw how big a scene it is, how many details are going to have to be looked at, so it's going to take some time for everyone to go out and interview witnesses, take a look at physical evidence on the scene, send officers out and really comb those areas," Haschel said.

Haschel had no other details to offer about the shootings, saying only it was an ongoing investigation with large, multiple scenes.

Investigators from the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Johnson County Sheriff's Office and Joshua police spent hours Friday evening at McCommas' home along Joshua Boulevard. They removed several guns, boxes of bullets and what appeared to be body armor.

Neighbors said McCommas had been buying and selling guns to make ends meet since he lost his job as a security guard at Texas Health Resources Harris Methodist Hospital following a sexual assault arrest in August.

A man who identified himself as a friend of McCommas said he always carried a gun with him but was a nice man who was a good neighbor.

The case is being investigated by the Texas Rangers, the Hood County Sheriff's Office and the Granbury Police Department.
